It gives me great pleasure to write this letter of reference for Omar & Amy Marhaba, owners of Martec Construction, Inc. I would like to thank them and their subcontractors for the excellent work that they did with DGS DFI 15th FL Tenant Improvement project. Martec Construction was able to successfully perform the contract in an occupied space with very confidential and sensitive material. I appreciate the professional and quality work that Martec Construction accomplish the work professionally and on time, they did so within the agency’s budget.
The overall rating of the contractor is above average. The contractor’s partnering with the project architect to provide maximum responsiveness in meeting the customer’s requirements within the constraints of the contract was highly effective. The work provided by the contractor was of high quality. I would consider using Martec Construction to construct another project.
Once again I am pleased to recommend Martec Construction, Inc. for any contruction project large or small. They will meet the challenge with pride, courtesy and professionalism.

Before my retirement from General Services Administration, I knew Mr. Marhaba and Martec Construction in my capacity as Southern District Manager, Real Property Management Division, and before that as Field Office Manager of the North Los Angeles Street and North Spring Street Federal Buildings/Courthouse.
Over several years I had many occasions to contact with, and observe the work of, Mr. Marhaba and his company. In every event, his professionalism, quality workmanship, timeliness, knowledge of specifications and government change order procedures, and responsiveness were always exemplary. He is particularly adept at customer relations, both with GSA, and most importantly with GSA’s tenant agencies.

Martec Construction has performed numerous projects solicited by several GSA Property Management offices. I have been assigned to North Los Angeles Street, North Spring Street, Laguna Niguel and West Los Angeles offices, and in these offices this company has performed construction projects. On many occasions our tenant agencies would request micro purchase projects i.e. one electrical/phone outlet, one light senor, etc. ($500 to $1,000), and it was difficult to find a contractor that would take these projects. Martec took many of these projects and completed them to the requesting agency’s satisfaction. Not only did Martec accomplish the work professionally and on time, it did so within the agencies budget. Martec not only performed small projects, there were numerous construction projects exceeding $100,000 i.e. US Attorney’s build-out 7thfloor, and 7th floor NLA (electrical and drywall), INS build-out B-18 (Detention center), B-214, 6th floor, and 7th floor (electrical and drywall). I have only mentioned a few projects Martec successfully completed. In addition, two of the projects were construction time sensitive (INS 7th floor 45 days, and Secret Service 30 days), only to name a few.

I had the opportunity to work closely with Martec Construction since I started with Pacific General, Inc. in August 1998. We have completed numerous successful projects together.
Whether the project starts with only concept drawings or has extensive plans and specifications, Omar has the foresight and vision to create what is needed. He and his workers are skilled in framing, drywall installation and finish, painting, carpet and flooring installation, and electrical work. Their projects are consistently kept safe and clean.
Most importantly, Omar always completed quality work in a timely fashion. He took the initiative necessary to get things started, worked well with other subcontractors and followed through with his work.

Recently, you and other Computer Services Branch (CSB) team members participated in and/or managed the relocation of our District’s Computer Room. I simply cannot let this extraordinary achievement go unnoticed!
Our initial estimate of the time it would take to move the computer room and resume operations was three to four days. As you know, this time frame could not work in a District this size, because of our daily mission requirements and operational demands.
So, you and your colleagues reevaluated the situation, changed your personal work schedules, and accomplished the computer room relocation, in less than 24 hours! You did so despite advise from Headquarters that what you were about to do was “impossible”.
Not only did you and your team mates accomplish the relocation in record time, but you did so with no appreciable break in service and with no complaints from your customers! It just doesn’t get any better than that!
On behalf of the entire District Executive Staff, please accept my sincere appreciation for an outstanding effort. Individually, and as team members, you “went the extra mile” and, in doing so, demonstrated the highest level of dedication to duty and professionalism. Thank you very much.
